Dr. Raad Al-Louzi founded TUTELARIS after twenty-three years inside the national frameworks he now advises on, rather than advising on them from outside - seventeen of them investigating money laundering and terrorist financing. From 2016 to 2019 he worked on the national side of a mutual evaluation against the FATF standards - first in the preparation phase, where a country assembles the evidence an assessment team will examine, then on the committees responsible for technical compliance with the 40 Recommendations and for effectiveness across the eleven Immediate Outcomes. One of those committees aligned national controls on the physical cross-border transportation of currency with Recommendation 32. He also established and led a national Passenger Information Unit (PIU) and led the committees that amended national data-protection and traveller-privacy legislation against the GDPR framework - which is why the firm treats financial crime, data governance and border capability as one discipline rather than three. TUTELARIS was built on what that record made plain: the distance between a framework that reads well and one that works is where institutions fail.
